Historical Background

In rural areas, birth and death records were not considered needed, since usually a witness could give the information if required. In the past, this information was generally not required.[1]

Villagers do not like to give the name of a woman, to a man, so generally the name of the mother was not recorded in birth records, which are usually created by men.[2]

Census Records

1979: Census carried out, but it was sporadic in information on the population and there was no census carried out after.

Coverage and Compliance

Birth and marriage certificates are rare for Afghans. Since about 2004, babies born in 15 refugee camps on the border of Pakistan and Afghanistan have had birth certificates created by United Nations High Commissioner for Refugees (UNHCR). [3]

Information Recorded in the Records

Refugee birth certificates have:

  • Baby's name and gender
  • Date and place of birth
  • Father's name and place of origin[4]

Afghan birth certificates have:

  • Father's name
  • Literacy
  • Occupation[2]

Afghan death certificates have:

  • Age
  • Cause of death
  • Literacy
  • Occupation[2]
